The rule that separates real BISP messages from scams has not changed, and it is the single most important sentence in this post: BISP sends messages only from 8171. Any SMS from another number, any WhatsApp message, and any call claiming to be BISP and asking for money, a fee, a PIN code or an OTP is fake — no matter how official the caller’s story sounds.

The scams follow a small set of scripts, and knowing them in advance is the best defence. The “fee to release your payment” script asks for a few hundred or a few thousand rupees to “unlock” the Rs. 14,500 qist. The “registration fee” script charges for the free Benazir SIM or wallet registration, both of which are free. The “verification” script asks for your CNIC number, wallet PIN or OTP so the caller can “verify” you — with those, the caller can move your money. The “deduction” script is quieter: a shopkeeper or agent takes a cut from your payment at the counter, which is also illegal — count your full Rs. 14,500 before you leave.

The only real fee in the whole BISP payment system is the fixed Rs. 280 on a cash withdrawal from the digital wallet, set by the State Bank of Pakistan. It is not paid to any person, agent or caller — and online and RAAST transfers are free. If anyone asks you to pay anything else, in any form, to receive your BISP payment, that is the scam.

Step-by-Step: What To Do When a Suspicious Message Arrives

  1. Stop. Do not reply, do not call back, and do not click any link in the message.
  2. Check the sender: if it is not exactly 8171, treat it as fake.
  3. Never share your CNIC copy, wallet PIN, OTP or bank details with a caller or a WhatsApp contact, even if they claim to be from BISP.
  4. Verify your real status yourself: SMS your 13-digit CNIC (no dashes) to 8171, or check 8171.bisp.gov.pk.
  5. Report the number: call the BISP helpline 0800-26477 (toll-free) and give them the sender’s number and the message text.
  6. If money was already taken, report it at your nearest BISP Tehsil Office with the message, the number and any receipt, and keep copies of everything.
  7. At any payment counter, count your full Rs. 14,500 before leaving, and refuse any deduction — then report the agent on 0800-26477.
